Every row shows what the open market charges at the low and high end for a TOGAF-path candidate to acquire that item separately, next to what an EACOE practitioner pays for it inside the $3,895. The rightmost column is the same for every row - because it is the same fee.
What TOGAF actually costs a real candidate
The $405 figure is the retail price of a single exam voucher, Part 1 only. To earn the credential most employers reference, a candidate has to sit both Part 1 and Part 2, and virtually every candidate who passes has also purchased a study pack and taken an accredited prep course.

TOGAF is a reference framework, not a working methodology. To produce enterprise architecture deliverables on a real engagement, a certified TOGAF holder still has to source - or build from scratch - the methods, templates, workshops, and mentoring that EACOE includes at no extra charge. Here is what the open market charges for each of those, from published third-party price lists.

That is the entire price. There is no accredited third-party course to buy on top of it, because the practice environment is the course. There is no annual dues obligation, because the credential does not expire. And every item a TOGAF holder still has to buy separately - methods, methodology customization, templates, workshops, mentoring - is inside this number.

Methodology - the working method for producing enterprise architecture deliverables, not just a framework describing what the deliverables are.
Work breakdown structures - task-by-task, deliverable-by-deliverable, so a certified practitioner knows what to do on Monday morning.
Deliverable and template library - the actual artifacts (models, matrices, catalogs) that get shipped to stakeholders.
Modeling and repository tool - the software environment for producing and storing EACOE enterprise architecture models, so a certified practitioner does not have to license a separate Sparx, BiZZdesign, or Ardoq seat to start delivering.
Video instruction - a self-paced library covering every method and template, available for the life of the credential.
Live workshops - instructor-led sessions where practitioners apply the methods to real scenarios.
Ongoing mentoring - direct access to certified mentors through the practitioner environment, after the Workshop
